Colorado's Home Electrification and Appliance Rebate (HEAR) program launched in November 2025, offering income-qualified homeowners up to $8,000 for cold-climate heat pump installation, $4,000 for electrical panel upgrades, $1,750 for heat pump water heaters, and up to $14,000 total per household. Colorado's Home Efficiency Rebate (HER) program is launching in 2026, offering manufactured and mobile home owners and large multifamily buildings up to $16,000 for whole-home energy efficiency upgrades that achieve 20% or greater modeled energy savings. For both programs, low-income households at or below 80% of Area Median Income receive 100% cost coverage. Households between 80% and 150% AMI receive 50% coverage. HER and HEAR rebates can be braided and/or stacked with Xcel Energy rebates and the Colorado Heat Pump Tax Credit for maximum savings.
